Can I automatically create fillable form fields with PDFpen?

PDFpenPro will allow you to create interactive forms which include text fields, radio buttons, checkboxes etc. automatically as well as manually. 

To create a form, open your non-interactive form in PDFpenPro and choose Edit > Create Form Fields for Page (hold down the Option key to switch to "Create Form Fields for Document"). PDFpenPro will scan the document and automatically create form fields for you. You can also create interactive form fields manually as well as edit and customize the fields that have been created.
